honestly dude, not being a dick, but for all the info your looking for, you need to start searching the forum, cause we can go through and tell you what we think you need to get, but its honestly up to you, every part is a little different, and its all up to your driving style, you wallet size, and how quick you want it done.

Most of us are not gonna take the time out to tell you how to build your car, now if you do your search, and then post up what you've found out, people will be happy to check it out and modify it and will tell you why they think you need to add or leave a piece out.

And also to help you out, need to know year and what you have done already, and what your plans are as far a dd, drag race, auto cross, road race, and what not

^^^ OR make you want to jump off a cliff... Lol

To the O.P what kinda of track car? Drag setup for 1/8 or 1/4 mile? Road course or auto X track? depending on what kind of racing will determine what setup would be best for you!

To the op the easy way to getting 350 to 400 is with a tvs swap or turbo swap so just start looking there and read on both to figure out what is best for u.

Well if your going the 1/4 mile route Id say traction would be the best thing to go for first! As you can have a 12 second car with not to much in the power modification part of it! but that would mean at least solid mount's, Slicks and traction bar's or limit straps and a way to counter act the weight transfer to the rear upon take off! Do some more reading and consider your options as there are TONS of ways to make a car fast!

Turbo swap not needed if going the E Route just pulley down and get cooling mods and he could be in the 300 HP range without a problem! His stage 2 clutch will hold just fine as long as he can drive it properly. Coilover's wont be helpfull at the strip and if it's a 1/4 mile setup would be expensive and useless IMHO. Lol Limit strap's or Bwoody race Traction bar's and football's in the rear's and he's got a decent drag setup suspension wise for about MAYBE 300$ instead of 700-1K+ for coilovers! Trans/motor mounts and true slicks are a must for a 1/4 mile setup! DR's dont hook well Even in a 225/45/17 i know even at 250HP or less as they only cut a half second off my ET's! Anything else? If he was going for OMGWTFBBQ hp #'s then id say go turbo but that isnt mentioned!

ya im going for a SC build honestly everyone is turbo anymore and i rly dont even prefer them anyway. just the sound alone has me sold when it comes to the SC. my stage 2 clutch does just fine and is rated up into the 300+whp range so i shouldnt have to worry abt that. just need some mounts and pulley down like you said and im sure ill be reaching the 300 mark without an issue. wats the best kit for the bang of the buck? anyone experiment with diff comps and find out?

ur car is not putting down 260 hp with them mods, if u have a dyno sheet that shows that they ripped u off because that dyno is not reading correct at all, ur prolly 230hp at best and an lsj with full bolt ons with 93 pump gas ur gonna tap out around 270hp with e-85 fuel tho getting to 290+ is possible on a small pulley (2.7 pulley or smaller) to great 350hp ur gonna need a tvs supercharger small pulley and e85 fuel. Other things like ported head and cams can help u get their faster tho so consider that as well.

fact : 90% of people on css think their cars makes X hp simply because someone elses car does. You can not add up hp accuratly by mods alone. a dyno run is needed.

no, its the math that guys do, stock sc cobaltss 210 roughly, cold air intake, lets say +14-17, full header and Exhaust, +30-40, so we are at 270 alone right their, now add a tune to pull all that power out of them parts, **** thats another extra 20 right their, were at 290 now boys, I"m super fast

This is correct for some people but my numbers are pretty much correct for what he can expect with a 2.7/2.8 fully bolt on lsj in good health with a good tune.
