They actually where, however the hardware option (lug nuts) was defaulted to on which raised the price $30 more. If you elected it off, you would see that they where cheaper all along. No harm, no foul.

What do you mean? They may be some duties, taxes and tariffs your government may assess to the order once it enters your country.
