Stuck E-brake !

So I haven't been driving my cobalt a lot cause I haven't had time to address what I think is the beginning of my timing chain going. So the car has been sitting, but the other day I moved it, parked it and set the e-brake. Now a week or two later I can't get it to release ? Saw a YouTube video on a different car with the same problem and it looks like I can get to release with basic hand tools and taking off the back tires ??? Is this right ?? Haven't delved into brakes much....yet.

If you know how to disconnect the ebrake inside the car, do that then go to a rear caliper and wiggle the ebrake mechanism back and forth. Maybe spray some penetrating oil at pivot points.
