I was looking at a friends car, and at idle/cruising it is always commanding 12.5

I can't figure out why this is happening. GM Stage 2 tune with a couple of little changes, nothing major until this gets fixed.

There are no DTC's set, and the O2 sensor was just replaced, and appears to be working on the VCM scans.

Any ideas from anyone?

I would appreciate any help that will help us fix this car.
