I painted my wheels a while back with normal black paint, but now its starting to look like **** and I want to plasti-dip em cause that looks alot better...

my question is do I need to sand off my old paint before i apply the plasti-dip? All the threads I have seen people just spray the plasti-dip on with no sanding what-so-ever.

any help appreciated.
