If you want it to look sick and dont mind sacrifycing a little HP then yeah go with 20s cuz they look amazing on the balt. As far as where to buy im not sure i bought mine locally with tires for $1375 out the door mounted balanced everything. Not sure what kind of budget your working with but hopefully that helped.

1st, you don't want our "output", you want our "INput".
2nd, this is just my opinion so don't take too much offense but: 20's are too big for this car, not physically too big, but visually too big. 20's and up are for "bling" factor. Doesn't belong on an SS/SC. And lastly, chrome is usually better on really light cars (white, silver) or dark colors (navy blues, blacks, grays, maroons). I'd go with the black.
3rd, there is someone on here with 19's that look pretty sick. Consider dropping to that size, I think you'll be happier with the outcome.
4th, take tires into consideration. The sidewall is what makes rims look small or big. You only think the 18's look small because of the sidewall. I have 225/40's on mine (look at my images) and they look much better than my winter tires (215/45). Again, 19's with an aspect ratio of 40 will look better than you think. 20's may be pushing it into the realm of gawdy.

I have 225/35ZR19 and 235/35ZR19's on my car.....and they look pretty good to me. And the ride is not that bad. When you get to a lower aspect ratio such as 30 or 25, the ride becomes a lot harsher, and I think they look way to skinny.

the bad thing about all this is that there are not alot of wheels available for the 5x110 in 19's or 20's, also you have to run a 30 series tire for 20 and the ride will definitly be affected. Don't get me wrong i think 20 inch wheels look amazing on some cobalts but finding ones that you like and will fit will still be the biggest challenge.

I had mine custom drilled 50.00 per wheel

Black with chrome lip 18'S OR 19'S. 20's aren't a good fit for the Bolt. Ride would be pretty rough with a 30 series tire. 35's will rub. Most of all the 20's are 20x8.5 anyway. An 8 inch wide wheel is the widest you should go.
