IC pump hose routing

IC pump hose routing
Should the outlet on the pump (the one that faces vertically) go into the top hole of the intake manifold? Not sure if my IC pump is routed correctly because I replaced the pump since it was bad, and I see no coolant flowing in/out of the surge tank.
