Exclamation only pushing 2.5 psi wtf?

I have a fully stock 2006 ss/sc, and i had bought the car used from a dealership. I didn't know jack **** about this car nor how to read the boost gauge. After having my car for about a 7 months my boost gauge gave out, it was stuck on 20 on the vaccum side. So i brought it in to the dealer and had the warranty replace it. After that having replace i started thinking about how much psi i should really be pushing, so i started to ask around. Stock should be at 10-12 psi, but im tacking out at 2.5 psi wtf? Shouldn't the dealership have ran some type of diagnostics? Any help please?
