What does a idler pulley do?

Quick question. I dont want to buy a pulley belt tensioner. So is a Idler pulley the same thing. So i could buy a 2.8 pulley and a bigger idler pulley and avoid buying a tensioner and still have no slip? is this correct? please help me out. thanks.

just keeps tension on the drive belt so it does not slip off the other pulleys. No longer need to adjust manually the tension on a belt.

Whichever one looks like it is not mounted directly to the block. It is mounted on a spring loaded arm.
