If you are going to use HID's on your cobalt you need to get proper headlights for them. The stock headlights are made for halogen bulbs, and you will blind oncoming traffic with HID's in your stock housings.
You will want to use headlights with projectors, there are a couple options here, 1 is retrofitting projectors into your stock housings, the other is to buy one of the 2-3 styles of projector housings off E-bay.
Next, you will need to buy an HID kit, there are tons of them on ebay, some are good, most are junk. That is usually where you run into issues of ballests failing & lights not working. You can get an OK set for $140 on ebay, and they should outlast any halogen bulbs you buy & be brighter too.

He may sell quality products, he may not. Hella, & Stanley Bosch are what most OEM cars come with for HID's, those kits run upwards of $450.
I got my kit from ebay, it comes with a 3yr warrenty & i've been very pleased with it

No, i got the projectors & the HIDs at different times... I dont think silverss is going to sell his. I know Jackalope used to do retros for $200+parts, and Mercury wrote an awesome howto on doing it yourself
