It must be the selinoid that moves the flap (the foam thing in the picture) for the recirc.
The flap it probably not closing all the way due to a restriction and thats why the click.
Could be something stuck in there,leaf stem or stick etc.

It is not a stick or any other kind of debris. This is a design flaw in the Cobalt. Mine started doing this intermittently after 2011 (2008 Cobalt) and out of warranty. At first it didn't do it all the time (always at startup). Then it became more and more prevalent. I too determined you could hit the recirculation switch and cause it to stop. But now (2013) even that doesn't stop it and it will do it for about 4 seconds 100% of the time when you turn the key. You DO NOT have to start the engine, simply turn the accessory to on and it will do it. It is in the HVAC system.
It also happens no matter the fan setting; on, off or any number. I am hearing it is a bad bearing in the blower motor --- but unless this motor runs with the fan off, that's not it.
All these Cobalt owners with the same problem -- seems GM would have provided a free fix by now -- but I understand pulling the dash to get to it is several hundred dollars that they don't want to eat.

did you ever fix this problem? This just happened I couldn't figure it out but I turned that button on and off and it happened clicking; only happens when car is turning on and the recirculation button as well

It’s your AC Blend Door Actuator. It’s behind your glovebox, up to the right. It’s a very common and stupid issue on these year model Cobalt’s. Replaced my old ladies and boom, it’s gone.
