In the steering wheel? that's normal. Mine does that too.

Depends on where the noise is coming from. Could be the steering intermediate shaft or the steering rack. On my lsj it was the bushings inside the steering rack. The only way i knew was by unbolting the shaft from the rack and i quickly turned the rack back and forth with a wrench and replicated the noise.

Most likely the steering column. It's like $500 for a new one.

Could be a lot of things here's a fewplaces to start:
Steering intermediate shaft
Steering rack
Sway bar endlinks
Sway bar bushings
Strut mounts
Control arm bushings

Mine does it, too. Also does it when going over dips or bumps. Figure it's just my Cobalt being a Cobalt. It hasn't affected drivability, not even in the twisties.
