Ok guys here is a notice I am putting out for the IPCW lights....
If you change over to IPCW tail lights, be aware that you may have to up your corresponding fuse from 10 to 15. I started blowing the 10 fuse and ended up changing mine over. It seems as though the 10 fuse just isn't enough to handle the draw from the lights. I checked mine and there is no short in the lights...going to a 15 fuse seems to solve the problems. Note that if you blow the 10 fuse, you will also lose you instrumentation cluster illumination.

Interesting problem you're having....I've had the IPCW taillights on my 06 LS and my 07 SS/NA (2 years total) -- absolutely no Problems at all...no high speed flashing, blown fuses, burnouts, etc....knock on wood
The outside ICPW taillights plug directly into the factory wire harness on each side (plug directly into the bulb socket) The inner lights have their own wiring that comes from the outside lights. I did not have to change any original wiring or install a larger fuse and my IPCW lights are working fine.
