What is it and what's it do?
On my Cai before it bends down into the turbo, there is a hose coming out of the side... What is that and what does it do?

It's part of the PCV system, that's where it pulls fresh air into the crankcase from if I remember correctly.

If he described the part correctly then yes it is part of the PCV system
