BOV vs. Compressor Surge

I have a Greddy type S BOV that gives me compressor surge at regular settings. If I adjust the BOV to the softest settings the compressor surge basically goes away but the BOV is basically open, even when idling, and will "whistle" a bit too often. They only sell the standard and the stiff springs for the type S, so I'm wondering if there is any other advice about how to make sure there is no compressor surge while keeping the BOV a little bit stiffer. Cut the spring perhaps?

Are you sure its actual compressor surge or just bov flutter? I think a lot of people get this mixed up, just because the bov makes a fluttering noise due to its design/spring stiffness doesn't mean the turbo is actually surging. Put an intake on a stock turbo and you hear the bov fluttering too.
