i think he means as a civilian he should save his money for a rainy day, but as military, you have to try to get fired, and you are always fed and housed and clothed, so you can "spend away" not that he should. I would say bring your car to one of the many good tuners here, and have more peformance that any individual upgrade would yeild you.
