Known problems.
What year is it? You should check around the camshaft position sensor (and the valve cover) for oil leaks/sweating in case it was impacted by the problem and never had the TSB performed on it. Beyond that, confirm the rear brakes aren't scored (and pad wear is even) and ensure it has the updated charge piping grommet (was a Service Bulletin on this for 08s and early 09s) and you should be good.
23 is high for an HPTuned car.... it's more like 22 if it is an HPT car...
as long as the tune is good it should be fine... find out who tuned the car first because you might be inhereting someone's screwed up tune.

make sure it has the G85 (limited slip diff.) if that's important to u...also, open and close the sunroof if so equipped to make sure operation is smooth and it seals back properly.
how much they asking? what options does it have? u can check the sticker inside the trunk for option codes or maybe it still has the window sticker with the owner's manual...won't show GM stage 1 tho...for that you need to look under the hood for a second sticker that says something about "GM Performance Parts" also the premium 93 octane sticker on the inside of the fuel door could be a hint...anyway, check it out thoroughly and post up...
also...something i ALWAYS do is run my hand along the underside of the front bumper (lip)...it can tell u alot about how someone cared for and drove a car...get down on your hands and knees and check things out...NEVER HURTS

Do you have a VIN to run? I would check and see if it was a hail damage car just for negotiations sake ..... there were alot of 08's in that part of the country that were sold as damaged for 15-16K new.
Check the high pressure fuel pump area for oil leaks as well as what permafried said.

OP-I realize I am pointing out the obvious...
the Warranty on it has been voided with the tune on it, which is a huge red flag for me.
Only issues I have had are the key getting stuck in the ignition at the ON position and some other real minor stuff ("chrome" peeled on the door handles, etc). There has been 2 recalls on my car VIN (made late 2008, 2009 Model Year). 1 for the Clamp mentioned above, and another for a loss of power with the power steering.
IMHO, I'd stay away from a balt that had a tune. My assumption is that the guy that owned it, although I am sure he took care of it, beat the snot out of it. I only have a GMS1 and I pretty much baby it everywhere, but there are those few occasions (like once or twice a day) when I open it up and trust me, it is extremely hard not to do it all the time. Besides, you really want one that has the LSD. I'd get one stock or one that has the GMS1 with no mods.
On a side note, if it has a early GMS1, it may not have the stickers under the hood or on the gas cap (like me!) because the stickers weren't available yet.

Kind of off topic here.. But I have seen a TC with that little digital gauge, and the ones with the normal boost gauge. Was this only in a certain year or what?
For the guy above me.. I am getting a brand new 2010.
