I must have dejon upper for my silver ice finish lol I need some color under there!!! But since i can only choose one right now... WHAT DAMN ONE LOL I dont care about looks that badly.. I want performance first... and whats this MAF BLOCK PLATE thing?????
I know performance for most part when it comes to bolt ons or the most part.. Besides this lmao! Like if the lower is better to get first? Then so be it! I'm fine with that. Or if the upper is better to get first then gidddyy up! Doesn't matter lol as long as its helping
Well.. I don't know if others will give you the same answer but the "restriction" in our charge piping is in the upper charge pipe. You can see how it is flat around the mount on the right side of the valve cover.
So changing the upper charge pipe for now may give me some gain?
I think the main reason for it should be just to get rid of the plastic, that flat part is what likes to go boom when the CP actually goes. If i had to choose an upper CP to go with id prolly go injen.
You could go CIA. I have their upper & lower charge pipes powdecoated in silver. The silver really pops out. Very nice color. They also make a "performance option" upper pipe also that is shorter which would help spool faster i believe.
High Performance Exhaust Systems - Chevy HHR Turbo Boost Tubing
This is the tubing for the HHR. The upper is supposed to fit both HHR and cobalt platforms. If you want the pipes right away don't bother. Took him 2 months to get mine because of the silver powdercoat.

Still no solid answer with a good reason to back it up about if I should go lower or upper...
Upper offers a performance increase, lower... Not much if any.
However both are plastic stock and can "blow up" so that may be a reason to replace both?
Turbo XS (includes upper and lower) is nice, and so is Injen (Upper only)

Upper charge pipe is the one you should replace. Running higher than stock boost CAN blow a hole in it...Most people replace that one first. Now I have read that leaving the lower charge piping stock is ok to reduce heat soak, and theres not much restriction.
If you want to run a BOV, you need the Block off plate/MAF relocation. I have the injen upper charge pipe and while its sort of annoying that it goes right over the valve cover. It performs nicely.
