overboosting while running BOV to atmo without tune

I changed around my boost only source to the intercooler piping by the tmap sensor and played around with the lines underneath the intake to the turbo for the wastegate actuator. Overboost is gone but now i top out at about 8-9 PSI. i know that the engine maintains 260 hp and tq by adjusting the amount of boost and that outside temp affects that, but it seems low. Going out on a limb here but is there something wrong with the BOV. Also it shutters/flutters when "relieving", is that normal, i heard people talk about it for the HKSS BOV but for synapse???
Just got my Synapse Engineering BOV and am blowing it off to atmosphere until i modify the intake for recirc. Anywho with stock tune, turbo will hit 26psi. Wondering why boost gets so high and im still running a line to the stock bypass valve. Also blowing off to atmosphere is ok for the car, only ok, a second after blowing off the engine bogs pretty good, when resetting the a/f. Going to take it to Synapse Turbo later, a tune will get rid of this high boost right??? It only hit 26 for a second, got below 23 fast enough to not set in a CEL. Any info would be much appreciated. Relearn never occured, ran the car for a while, roughly 75 miles and everytime i got on the gas, 26 psi. Now i changed around the lines running into the BOV and im topping out at 9 psi. I think i screwed up the lines for the wastegate actuator, it has a little distribution block where u tap in 3 lines, moving the lines brought peak boost from 26 to 9.

Talked to Rick at BTF and he straightened me up about the lines going to the boost solenoid, my boost is now back to normal ~16psi. Now my Synapse BOV still flutters. I hope its not compressor surge. Ive never dealt with this but as far as i understand with compressor surge, shouldn't your boost gauge act a little funny, like maybe not get to ~20 inch of vacuum really fast. Mine relieves really fast and it flutters still. I tried to adjust the adjusting screw, tightening it really did not and loosening it did even less, when i loosened it, the threaded rod didn't move, so i could snug up the nut at the new position, seemed like its at the most relaxed position stock.

X2, i wanna make sure its normal. When i tapped my boost only off of the wastegate actuator, the air dump was one big whoosh, now tapped off the intercooler piping it flutters. Im guessing that would mean it CAN'T be compressor surge than, but what do i no?(rhetorical question)
Compressor surge sounds a bit like flutter, but only at wide open throttle. The stock turbo combination doesn't surge so there's nothing to worry about.
