He had it backwards. The SS/TC is 3.82:1 gear ratio.

Peak torque is 3500-4000 RPM, why don't you want to shift at a lower RPM to drop you back into the high part of the torque curve?

The first to second shift is annoying though. If you rev to 6K it will drop to 3K and bog for a second. That is how it feels anyway. I like to shift as close to 6300 as possible in 1st because to the bog. I am lifting when I shift BTW.
