Your motor can easily take 11grand no problem.

GMPP stage 1 and 2 both give you 7k redline.... I'm sportin a custom tune w/ 7.5k redline

BTW I thought stock redline was 6.5k

As far as PCM tuning, you can have your rev limiter set to what you want. They probably won't do 10-15k, cause that's retarded. 7 or 8K, doubt there would be any issue with that. Basically you want it set about 1000 to 1500 after where the power and Torque starts falling off.

so with a dyno tune can you change the torque and horsepower peak to like 6500 and set the limiter to like 8k. even tho i wouldn't run it down that far...

and if you raise the tq peak will it make the car faster to 60 or faster in the quarter mile?

The Dyno tune tells you where the peak is, and you can adjust your limiter accordingly.

Depends on what mods. Like when I put a new Cam in my Camaro it moved the Peak HP up on the RPM scale. Usually the peaks should stay in the same range, till you change things like heads/cams, or bigger turbos/SC's. Nitrous will change it too, especially in the torque department.
