but it will spike to 17psi by redline. Its part of the factory tune in order to keep feeding the motor air once its outside its efficiency (I think). Your boost is also dependent on your elevation and the temperature outside. if its 5* F outside then your boost will be like 11-12psi, lol. If its 95*F you boost maybe 16-17 psi.

that 14 - 20 is vacuum, not boost.

Where I am I boost 15 psi stock (holding) and spike to 17psi. at idle, my vacuum is 22in/Hg

I normally hit and hold 10 psi hit 13 once one a 60 degree day but didnt drive it in summer heat
