what do u need to run e85 on cobalt
Welcome to the forum. What you need is to spend some time reading and searching the forums here. Plenty info here that will not only answer this question but the others that will likely follow.
You want to run E47, not E85. Actually, if it's your daily-driver, you don't want to run either. It's a pain in the ass if you drive any sort of long-distance in some frequency.
If you do take the plunge, though, E47 is possible with a Trifecta tune or an HPTune from a reputable tuner. You don't need any aftermarket parts. We can't guarantee your injector seals will hold up, unless you're driving a 2010, though.

The injector seal issue seems to be far worse with '08 models than any other. I think a couple guys with 09's ran into an issue here or there but for the most part '09 and '10 model years seem to be holding up fine. I forget exactly how long you've been running e47 for, but in my case, in the past 2 years of running ethanol I have had no issues with my injectors or any other seals in the fuel system degrading and/or leaking (knocks on wood).
