Yeah it's somewhat normal. At idle the exhaust isn't flowing as fast so some of the exhaust gases might linger around and throw off the reading. Rev it up a bit and it should smooth out.

those numbers are very normal for idle, even at partial throttle. if it isn't around 11-12 on your gauge at full boost or WOT then that's when something is wrong.
