try a higher volt fuse in that spot. Also be very careful with your fuel pump fuse. I messed it up and It costed me 100 dollars to figure it out!

Are you absolutly sure that you cut the right wires?

Are you wires correctly installed?

Do not try higher amp fuse. Doing that only means once you get it to not blow, it will burn your wires and cause a fire

if you don't have the stuff mounted yet then get a 12v battery and use one of the inline fuses and test the stuff on a bench outside the car, to see if they all light up. If you blow the fuse out then maybe you have a bad neon. That is the only thing I can think of. How many neons are you trying to wire up? What is the amperage on the cig fuse. I am a newbie and haven't checked that out yet.

Depends on what size the fuse is now as to whether or not you can safely upsize it.
If the fuse is blowing instanly, even with the neons switched off you must have a short to ground.

ALSO don't forget that most NEONs work on AC current and use a transformer to switch the cars DC to AC. You say you cut off the plug to hard wire it, did that plug have anything inside it like a resister or anythiing?

There is a short in your circuit since it blows instantly like that!
Try to find the source. Start disconecting things backwards (or turn them off). When the fuse holds you have found the problem.
