I don't get it. You had a box stock head and stock cams. You add a ported head (granted it's only an exhaust ported head) and somewhat slightly more aggressive cams and all you can get is 14whp/13wtq?

There's got to be more, quite a bit more. I just don't understand.

Is the head pocket ported or was there any work done behind the valves?

there is one constant that people are over looking. it's not the head, the cams, the header, or the tune. the tune itself is 95% done anyways. little things here and there i am working. aside from this. it is what it is.
