I have a large bumper-mountable intercooler radiator coming, and I have seen how the stock i/c radiator is getting heatsoak by the engine coolant radiator, has anyone relocated the stock one (in front of the a/c condensor) to decrease temps or do people often just bypass it completely? The added capacity sounds nice but not if it comes with higher I/C water temps.

Some people will run it in parallel, some will bypass it.
If you run it in parallel, have the hot water go through the stock unit first, and then through the aftermarket unit.
Added capacity also helps with maintaining lower I/C water temps; which is why the Option B tank is a really good modification, as well. Think of your I/C water system like a pot of water on a stovetop. The larger the pan and the more water you have... the longer it'll take to heat up/boil.
