Is This Normal For a Throttle Body? (Pics)

So I got this used throttle body from a vendor. Nothing against the vendor, but I think the original owner (not the vendor) tried tampering with the tb. Idk if they tried porting it and failed, or what, but I wanted someone else's opinion before I overreact:

Tottally normal... The plate will never TOTTALLY close. The car still needs air even at idle. If the plate was tottally closed the car wouldn't get any air !!

dual spring throttle body stays cracked open at approx 7% at rest..

you can push it all the way closed with your finger if you wish....but it will pop right back..lol

why would it need to be cracked if it is just going to be open about 16%-17% at idle anyways?

starting perhaps?

At idle your TP should not be at 16-17%.
