Reflash/tuneing
Was wondering even if you dont buy stage 1 could you get the engine calibrated/reflashed?
Or does anyone know how offers tuning for the cobalt in New jersey?
And who does the reflashing.. the dealer it self?

No. Dealer does it.
You get a special number with your stage kit. The technician calls for the downloaded reflash, gives them the special number from your kit, and your VIN. Then GM sends it to the tech and he installs it.
No way of getting it other than buying a staged kit.
