rpm issue

when i come to a stop or even if i rev it up at idle, the rpms come down to 1k then go to 500rpm then back to 1k, it bounces a few times. i took my car to my uncles garage, he looked at it and said that the intake filter was shot and soaked with water. i have a injen sp series intake. i just bought the car and thats how it came. how can i protect the filter from getting wet? or is there anyone that is selling a factory intake? the filter is getting wet from the snow. any suggestions?

Buy one of those hydro sleeve to put over it to protect it from water getting in. Or make it a short ram.
