to run 60s wit at 2.9 or do i need to drop to a 2.8 to feel it

Why would you not do a 2.8 with 60's? Might as well add a couple hp for the same cost.

42's will work with the 2.9", if you are going to mod your car more later on get the 60's it cant hurt.

I highly recommend going with 60s and a 2.8. Soon thereafter however, you are going to want to purchase cooling mods.
