Exhaust expander?

I would like to use a v-band clamp to install a muffler on my exhaust to avoid having to get anything welded. It's my understanding though that to do it you have to have a flared lip on the pipe so that the clamp works to prevent leaks. I was wondering if using this tool on just the tip of the pipe would allow the pipe to work right with the clamp?

Nope. There are special flanges that need to be welded to the pipe, or a special press that creates the needed lip. Its not achievable with that kind of tool. Your not going to get out of getting something welded unless you fashion a slip together, but have fun not getting leaks unless its professionally done.
