RPMs going crazy

So I have an 07 manual LT and its getting a swap and turbo soon but I am having this problem where when I'm in any gear but first and I hit the gas harder then normal driving conditions the revs go up then back down and then it starts to pick up. Is this a clutch or transmission problem?

Sounds like the clutch is slipping

You'll need better clutch for turbo anyways so it works out lol
