It'll work, but it isn't exactly an optimal/cost effective setup.

you have the L61 with an 06

second of all is it your daily driver? and 3500 sounds a little cheap honestly for a procharger setup

go straight turbo, less fabrication involved, cheaper, and more potential power.

ok, you wanted a procharger system, not a twin charge system, that has the turbo feeding a supercharger like the eaton m62.
3500 is too much for just a supercharged system, zzp has a kit for 2275 (right here Cobalt & Ion ---> ZZ Performance) thats designed for the cobalt, you just have to go through trifecta for the tune (you'll be adding like 80-100ish whp with the stage 2 from what they say) then you can do a full exhaust headers back for less than the 1225 difference.
or zzp offers a turbo with different stages (here from 2k to 3500 depending on the stage) again designed for the 2.2/2.4 cobalt engine.

Hockeyman a turbo set up is less fabrication work then supercharged set up in my opinion

i know what yall mean but ive seen an auto with a turbo get beat by a auto with a procharger. both of them were built the same way with the same components and the procharged one won by 5 links in the 1/4

and that was the only difference between the two cars?
they had the same tire set up, same weight, same exhaust, same engine mounts, tran mounts?

Procharger is a brand. Lol. The correct term is centrifugal supercharger.

Where they use a blower and a turbo
i.e. the Cobalt SS retains the stock supercharger and adds a turbo.

Would a rebuild be necessary for the 2.2? I know they have a kit for the 2.2 with an eaton supercharger but how do they bolt in a turbo?

The supercharger bolts on the intake side of the engine and the turbo bolts to the exhaust side. If you did it on a 2.2 I would assume you would have to build the engine. But then again, I don't know if anyone has twincharged a 2.2 before. If I were you and you were dead set on it I would talk to ZZP about it cause they could help you more.

Sell your car and get a SC or TC; it'll be cheaper in the long run.
