I think the reason it may be lower is because you're looking at your DIC. If you've never reset it then that is the average MPG over all miles you've driven. If you reset it every tank of gas then it is the average over that tank of gas.
In all city driving and here and there decent pulls, this winter I've gotten about 24mpg. That's also with letting the engine temp warm to 100 before i go anywhere.

After 12,000 miles I'm at 31.2 mpg overall (I keep records). I've seen 36 on the highway on a long highway trip @65. The only thing I have done was put synthetic oil in at 3,000 miles. I have run 91 octane the last 4,000 miles or so and I don't think it has helped with milage, but the car is peppier when I'm running it. I'm a fairly slow accelerator 99% of the time.

I'm gonna say that Altitude and climate can change fuel milage as well!

Heat doesn't use more fuel. If anything its better because it cools the engine a little by routing some of that hot coolant into your heater core, which in turn acts as a heat exchanger, cooling the engine.
Warming an FI car up just lowers the gas mileage. You can drive after about 10 seconds in winter. Just enough time for the oil to work up to the head(s) (assuming its non synthetic). Then just drive it slow until the computer switches to closed loop and your fine. You know your in closed loop when the coolant temp is about 180-190* and in an automatic, the TCC (torque convertor clutch) kicks in at just about 40 mph, which acts like a 5th gear in the 4T45E. Then let her RIP!!!
