Turbo
What Turbo do you think i should put on my Black '06 Cobalt ss coupe also if not a turbo intercooler combo what intercooler should i get with it.

are you custom building a kit for yourself? if so i say go witha gt28rs ball bearing turbo and a sparco intercooler that measures the right size to fit then have a shop do all the piping for you, if you want a kit then youll have to wait for hahn racecraft which should be out this month or next i think

Also ball bearing turbos include more maintenance. If you have to replace the whole cartridge, you might as well buy a new turbo for the price it's going to cost you. Sure, they spool slightly faster but it's nothing that you are guaranteed to need.
And you mean Spearco intercoolers...not Sparco. Any decently made intercooler will work fine...you can find them on ebay for a dime a dozen.
EDIT: If you have a problem with a ball bearing turbo, good luck finding a place that will fix the issue cause alot of shops don't deal with them.

The amount of PSI you're running, the size of the turbo and your a/f mixture are the biggest factors of how much power you'll gain.
Also, spool timing...if you're worried about spool timing, match a turbo to your motor properly. If you don't know how to, get a compressor map and learn how to read one.

As far as the intercooler, any decently made intercooler will work fine.
