I don't know about other states or other parts of the world, but here in Oklahoma the rules were as follows.
Red: can only be visible from the rear of the vehicle.
White: can be visible from any side of the vehicle.
Blue: is a no no from any standpoint.
Green: is considered an auxiliary color and is fine from any side of the vehicle.
Yellow: is another auxiliary color and is fine from any side of the vehicle.
Orange: same rule as yellow, may be considered amber.
Purple: is one of those iffy colors. I have been told it was fine from any side, however at a distance may resemble blue and you may be hassled.
Pink: as far as I know is fine from any side.
I used to have a 7 color led underflow kit on a previous car and. Checked with police so I ran green while driving, however I did get pulled over by a highway patrol officer that told me I couldn't have them at all. I made him pull out the law book and prove himself wrong.
best bet is to go to your local police station and have them look it up and possibly look up your state statute on the issue and keep a copy with you. All this being said its all at the discretion of the police officer that sees you. I had a blue license plate frame and got pulled over and he said he didn't give a rats ass what I had on my car as long as I didn't never a red and blue light bar and siren, but just pulled me over to let me know that another cop could give me a ticket for it.
