Rice is correct. Only way to open them up is the dremel. So you'll need two sets to make one new one.

Yessir. And in the case of the lights in the OP, you'll also need a set of 07-11 Passat tails



Unfortunately with most late model cars, the tails are plastic welded together, meaning they're impossible to take apart.
That makes modifying them expensive, since you start with 2 sets of tails before you've even bought the LED parts or expended any labor...
