Headlight covers

I want to get these headlight covers.

I know that light shades are illegal in NY, but if these expose most of the lights, would the cops stay off my back?

They actually look good. To ME anyway. With projectors and painted the right color I'd have to think about the color, they could add just a TASTE of chrome to the front of the car. I've got to put my thinking cap on now.
