How to permanitly fix this?

This cable hangs in the exact same spot in front of the back tire.. Where does it go? I looked under and there's no hanger for it. E brake cable I think? How do i get it to sit so its hidden?

self tapping screw/rivet, little cable clamp from any auto parts store should keep it from hanging.
Or just find where it ends and pull the slack.
