I'm pretty sure they don't make plastic valve covers... The spark plug coil + wires piece is plastic ...But I think the valve cover is aluminum

You would polish it like you would polish anything else. Basicly you take it off sand it smooth and clear coat it if you like. Yes I know there is a like more but that is the principle.

PS: Hey Randy u goto Battle of the Imports in Pacific Raceways? I was the only one there with a Cobalt. haha.

Any aluminum polishing compound will work. I'm not sure how much different the SS/SC is from the 2.2, but my 2.2 was easy. No clear coat to sand off, no anodizing, real easy. Just get yourself some Nev-R-Dull and some elbow grease and polish polish polish away.

Most every part that i've ever polished was at least a two step process if you want to do it yourself. The first being a more aggresive or rough compound, something more like rubbing compound with a buffing wheel. Don't worry they have attachments at both autozone, and walmart that work well for the money. The second step that I use is a polishing compound or metal polish from motorcycle shops works really great, however a tad more expensive. Get a different buffing wheel for the second step as well, and go to town. Make sure to watch metal for any discoloration which can happen if you buff any certain spot for two long. The third step is just usually a protector(zoop), or a clear coat that can be bought from eastwood. Should be pretty damn shiny after that.
Side note: for anyone that has not polished anything before, please dont take a sander to the part, I've made the mistake before and regretted the extra work that it takes to get any scratch marks out. Good luck!
