Now, from what I've gathered, I don't have CCFL halos in there - is it possible to replace the LED rings for the halos (yet in Cobalts)? Or would I have to get a whole new set of headlights to do so? Seems like the latter unfortunately, because I really dig the halo look.

Also, while I'll find out sooner or later, how are the ballasts that I have in those (first link)? In general, can I upgrade my ballasts from somewhere else with that whole headlight kit? Can it be necessary/beneficial? Or is that not really a factor and there isn't much of a general difference?
I do believe I need to eventually get a replacement ballast for my drivers side, because once in awhile as a trend, it doesn't start up and you have to restart the lights after a minute or two to get it to come on.
Similar questions for the HID kit, and HID kits in general... (only relevant to white-light tone)
Also what would I have to have done to get both halos on alone (I've been told it can/could be hazardous to do so), and for it to be safe (if that even matters)?
I'm relatively satisfied with the lights I have (except for the halos being lesser than I thought they'd be), they're definitely bright and display the road and sides well. Just seeing where/how if possible, I could make them even better.

But my question now is, would I have to get something done like that professionally, to replace the halos I have now when they go out, anyway? Seems like so. So in replacement of the halos, I may as well upgrade to CCFL, right? Are there any problems with CCFLs, in terms of safety, or are they fine like I've mostly read?
