In most states only if it's pulsing while driving. Around here they don't mind underglow at all but if any color is pulsing you'll get a warning or a fix it ticket. Best bet is to check around locally.

even where it'sillegal, it's probably only illegal to have it on while driving.

Depends on your state.

Some yes, some no. Some only certain colors are illegal.

Your best bet to get a straight answer is to call your local Highway Patrol office and ask, if they say it is ask for the article that that states it illegal and read it for yourself to make sure they aren't pulling your leg. You will also want to check with your local and county PD's because there law could be more strict then the States.

A lot of states it is illegal to drive with any form of underglow on. Mostly, you should just use it while parked, otherwise you will end up getting harrassed by the police or with a ticket.

...you have to ask someone that actually knows your state/local laws not a bunch of forum junkies

Usually for most states a lot of colors slide, except for the emergency colors, ie, Red and Blue.

Either way, just be aware that even if it is a legal color, it does attract more attention. Trust me, lol, I know.

white is the only legal color (not really a color, more a shade)
