I have heard something about red tint spray, you could possibly look into that and it could solve your legality issue. Not sure what the red tint spray is called or even if it exists just overheard something about it in a conversation. Just a thought

Never paid for them i like my tinted stock lights. Dont want to hassle with the cops and have a reason to be pulled over.

 

as far as the reflector part goes maybe find reflectors to put in the bumper similar to the g5 reverse lights.
