New Hood
Gel coat is the smooth outer coating that is sprayed onto fiberglass parts. It gives the part a smooth finish as opposed to the rough finish of raw fiberglass. if you look at the underside of the hood, that's what the outside would look like without the gel coat. The gel coat is normally scuff sanded prior to painting.
As far as installing the hood prior to painting, go for it. The elements will not hurt the fiberglass. There is need to worry about it at all.

No man... don't do it! That's rice from hell... plus you'd have to go through the pain of taking it off again to get it painted. Test fit it... sure... but rock the stocker till you get the new one painted.
shoud not be a problem because your body shop gonna have to sand it down, prime it then paint it....
I wouldnt put an unpainted hood and driving it about tho...kindda rice...
