i cut my stock antenna down to 11 but the wire unwraped is there any way to wrap it back around the mast

 

Not that I'm aware of. If the paint is peeled off you can just shoot it with some gloss black paint

It's only there for aerodyanmics... it's purpose is to get rid of the whistle that a straight antenna would normally have. And with it being that short and on the back of the car, you won't notice it anyway.
