Original question: do you need the brackets that go on each side of the lower bumper to attach the lip too
answer; as in the pic, shows they do not attach themselves to each other.....so answer, imo, is NO.

As far as I know for it to fit correctly yes you will

 

I apologize, the keyboard wouldn't accept me turning it off.

I just searched again, and see it has nothing to do with the lip.

 

On that picture you posted, you can see where the lip is attached to the bracket on the inside. Look closely. You don't necessarily need it but if your gonna do it right, might as well get them.

I believe there are also some screws that go on the bottom of the bracket with the lip too. I don't remember but I think mine had them

 

crav: maybe im missing something, but the black is the bracket which is attached to the bumper and the splash guarge

then the first red is the bumper, then the lip on the outside of the bumper......where is it attached to the bracket?

 

On the inside, the lip has a price that goes on the bracket.
