I've read on the forum and other places that its possibe to mount a wider tire on the cobalt SS/SC rims is this true? also how wide can you go? and how is it possible?

I think what he meant was this.
You want to match your tires to your rims. You want the rim to sit right inside the tire, with just a little overlap. You want the rim/tire assembly to look like a rectangle not a donut.
Moving to a larger section width may make the tire a tad bit wider but it also makes for more slop in the sidewall.
