Copied this out of the stage 3 FAQ

Remember that Canadian versions of the cobalt and redline do not have a shift light. That is ok though, because it is only an indicator. HOM doesn't depend on the shift light.

You can still engage high octane mode by pressing the cruise button, then holding Set for 10 seconds with the engine off and the key in the ON position.

Here is the GM bulletin regarding the shift light and HOM:

Quote de GM Bulletin

#PPP0002: No Shift Indicator When Set To 100 Octane Mode - Export Only - (Oct 15, 2008)

Subject: No Shift Indicator When Set to 100 Octane Mode - Export Only

Models: 2004 - 2007 Saturn ION Redline Export with a GMPP Stage III Supercharger Kit Installed

2005 - 2007 Chevrolet Cobalt SS Export with a GMPP Stage III Supercharger Kit Installed

--------------------------------------------------------------------------------

The following diagnosis might be helpful if the vehicle exhibits the symptom(s) described in this PI.

Condition/Concern:
The shift indicator does not illuminate when switching to 100 octane mode on 2004 - 2007 Saturn ION Redline export (including Canada) and 2005 - 2007 Chevrolet Cobalt SS export (including Canada) equipped with a GM Performance Parts Stage 3 supercharger kit.

Recommendation/Instructions:
The above mentioned export vehicles are built without a shift indicator lamp. On U.S. models, the shift indicator lamp is used as a confirmation to the driver that the ECM has been switched to 100 octane mode. Export models can be switched to 100 octane mode but there will not be an indication to the driver.

Please follow this diagnostic or repair process thoroughly and complete each step. If the condition exhibited is resolved without completing every step, the remaining steps do not need to be performed.

GM bulletins are intended for use by professional technicians, NOT a "do-it-yourselfer". They are written to inform these technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions, and know-how to do a job properly and safely. If a condition is described, DO NOT assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See your GM dealer for information on whether your vehicle may benefit from the information.

Sorry don't know. I would imagine it is more than the cluster or you would hear about people just changing that.
You might have better luck asking on occ.'I know there are a few running stage 3 on Canadian cars

That tsb came out because of me .
There is no way to have the shift light pop on. We do not have one, period.
However , when you start up in HOM. The car starts up a lil different.
Press the required buttons for the desired time and you will be in HOM no problem.

only cars that run class 2 to the front are 04 redlines all others are LAN.LAN. Just read the tsb and forget the cluster unless you are prepared to change to a usa bcm.ecu. Way more trouble than its worth.

OCC ftw.
