If you race in New Jersey (NHRA) you are required to have a helmet reguardless of how fast you run. I have to wear a helmet to run 16.80's. In addition if you have an after market turbo / super charger or spray you need a fire jacket reguardless of ET.
The firejacket is a new rule that was implemented 3/1/2006. You can thank the guys who don't know how to install their nitrous kits and blow their **** all over the track. It is a good rule though. I love mine and it makes me look cooler than I already do at the track
The New Jersey rule is because of a local ordinance, not an NHRA rule.
